Skyrim:Leveled Lists
Skyrim uses leveled lists primarily to adjust content to your level, but they are sometimes used to group objects for other reasons.
There are three kinds of leveled lists:
- leveled item lists (LVLI)
- leveled actor/NPC lists (LVLN)
- leveled spell lists (LVSP).
Additionally there are non-leveled lists of objects (FLST) not considered here.
Leveled lists contain for each item on the list additional information: an object level and a quantity specifying the number of objects of this kind created by the list. Leveled lists are sometimes themselves objects nested inside other leveled lists. A request for a leveled list always provides a desired quantity and a desired level, usually the player's level, possibly modified by the level of the encounter zone. Leveled creatures with a level modifier of "very hard" will be at least the next higher entry on the list instead[1].
A leveled list is a list of objects, where each object is either an actual object (item, actor, or spell) or another list of the appropriate type, associated with a level (referred to below as object level, but this is specific to the list in question, not the object in general) and a quantity. "Standard" behavior is for a list to contain one selection from its list; it picks exactly one object with uniform randomness and returns the quantity it has associated with that object, ignoring objects with an associated level greater than the level specified in the request or less than the greatest object level it can return based on its contents, subject to the previous constraint. For example, a list that contains an item with item level 1, two items with item level 2, and 1 item with item level 4, being consulted relative to a player of level 3, will randomly select one of the two items with item level 2 - the item level 4 item has an item level that is higher than the player's level, and the item level 1 item has an item level that is lower than the greatest item level in the list after that comparison, so both are ignored. If the listed item was itself another list, that other list figures out what it's going to return, and this list multiplies the number of everything it gets back by the quantity it associates with that list. These behaviors are modified with some flags set on the list itself, meaning anything using that list obeys the same flags:
- All Levels: If set, the list will not ignore items with an item level less than the greatest item level in the list which does not exceed the player's level.
- Each: If set, when another list applies a quantity larger than 1 to this list, instead of picking one option to return with a quantity multiplied by the other list's quantity, the other list's quantity determines how many options are selected individually, and then all of them are returned.
- Use All: This overrides the above two settings; this list always returns all of its contents, 1 of each selection.
- Chance None: The chance, whenever this list is consulted, that it will return nothing, instead of a selection. This can be a fixed chance set on the list itself, or a global value. When not set, it is 0 - the list always returns something.
- Special Loot: This flag modifies(?) how items are selected from the list, in an unknown fashion.
Because the flags are set on the list (the only information passed in from the requester is quantity and desired level), duplication of tables with only the flags changed is somewhat common so that different behaviors can be achieved within a parent list, even though Chance None can be set by a variable, because those variables are global: if you want the same list to sometimes have a 0% chance of nothing and sometimes 25%, with the difference determined by what list is asking, the most practical solution is two lists with only the flag changed, despite the memory bloat this causes.
Duplication of objects is both permitted and common, as it is the primary means for manipulating a list so that what it returns is not uniform in probability: a leveled list containing an iron battleaxe and two steel battleaxes has a 1/3 chance of returning the iron one and a 2/3 chance of returning the steel one.

Unique Item Lists[edit]
For some items, there is a single specific item that will appear, scaled in power based on your level at the time the item is created, and no more items from that list will ever be provided. Many of these items are listed at Leveled Items.
Single Item Lists[edit]
Many items are provided to the player by setting the quantity of every item in the list to 1, not setting Use All, and then either providing itself as-is for a single item guaranteed to be scaled in power to the level of the player, or with All Levels set, so that higher levels have a higher chance of appropriate scaling, but there is always a chance of getting something scaled to a lesser level. For example, a #Leveled Healing Potion will always be a Potion of Minor Healing up until level 7, then has a 1/5 chance of instead being a Potion of Healing at level 8, a 1/3 chance at level 9, and so on, per its list.

Arrows[edit]
In most cases (such as in the list below), leveled arrows generate in their "stack" or quiver in a random amount. The game does this by calling upon a sublist which is just the arrow with a 25% chance of nothing, as many times as the maximum size of the "stack"; the chance of nothing is re-rolled each time in the count. The maximum stack size in the list below is 12, for example.

Merchant Chest Lists[edit]
Most merchants rely on Merchant Chests, which themselves typically rely on a combination of items explicitly present and leveled lists to randomize their contents.
There are some lists shared by many merchants, regardless of "type":
The "PerkMasterTraderGold" list contains only one item, which it always returns exactly 1 of: 1000 gold. The Master Trader perk works by unlocking this item; its absence is the general cause for merchants that are not upgraded by the perk.
There are many separate lists for the equivalent for Investor, presumably due to the need for an additional check on whether or not the player has invested their money yet; all of them work the same way: they contain 1 item, which is itself the "PerkInvestorStoreUpgrade" list, which contains only one item, which it always returns exactly 1 of: 500 gold. Investing in a merchant will only work if their chest contains one of the lists that contains the list that contains the Investor gold.
General Merchant Chest Lists[edit]
A typical general store stocks low-grade items of various types, but certain lists will scale the same those of other merchants. They will also stock a potion of cure disease.

- The "mundane" gem can be a garnet, an amethyst, a ruby, or a sapphire, but it cannot be flawless. The "mundane ore" can be charcoal, iron, silver, corundum, or moonstone.
- "Civilian" armor caps out at "Advanced" quality (steel plate for heavy and scaled for light), while "civilian" weaponry caps out at elven quality.

Note that leveled Fortify Marksman potions appear in both the Combat list and the Stealth list, despite Archery being a Combat skill. (Archery is considered a Stealth skill instead of a Combat skill by the Guardian Stones, however, without Version 1.2 of the Unofficial Skyrim Patch.)

Leveled Apothecary Ingredients[edit]
Note how these tables behave: they all have the same chance of not returning an item, and are identical in every way except for their name and contents. The ingredients lists are not all the same length, meaning it is more likely for a rare ingredient to be the rare ingredient you want than for a common to match, and more likely for a common than an uncommon; furthermore, despite their names, it is equally likely for any of them to be nothing instead of something. "Rarity" is instead enforced by the requesting list being expected to request fewer rares than uncommons and fewer uncommons than commons, which is why it is more likely, in general, for an Apothecary to carry at least one Briar Heart (usually 21.34%, since they usually stock 5 rares) than at least one Taproot (usually 15.47%, since they usually stock 10 uncommons), even though the former is rare and the latter is uncommon. The odds of at least one specific common you have in mind is typically 35.54%, as they usually stock 15 commons.

Spell Merchant Chest Lists[edit]
Most spell merchants outside the College of Winterhold sell one of each spell tome from the Novice and Apprentice tiers. This includes the Novice and Apprentice spell tomes of the Arcane Accessories creationCC, if you have it, but it does not include tomes from any other creation or any of the DLCs.
Most spells merchants in the game, and all spell merchants in the College, have their tome selection tailored towards a particular school/skill of magic; either Alteration, Conjuration, Destruction, Illusion, or Restoration. College spell merchants only sell tomes matching their skill. A spell merchant will also sell every Adept-tier spell tome of their particular skill (within the above restrictions), but with a catch; purchasing requires a rating of 40 or higher in the matching skill, and the Merchant perk will not circumvent this. The College spell merchants also sell every Expert-tier spell tome of their particular skill (within the above restrictions), but only to those with a matching skill rating of 65 or higher.

With Version 2.0.0 of the Unofficial Skyrim Special Edition Patch, Madena's preference is switched to Restoration. There are a few exceptions to the above order:
- Nelacar (in Winterhold) is an unusual spell merchant with a slimmer selection than most out-of-college merchants; he has no preferred skill, and the only Apprentice-tier spells he sells are from Conjuration and Restoration.
- Talvas Fathryon (in Tel MithrynDB) is slightly more unusual; the only base-game spell tomes he sells are from Conjuration and Destruction, but he can sell both Adept-tier and Expert-tier tomes if your corresponding skill level is high enough.
- Enthir is a College spell merchant with a Destruction preference, like Faralda, but he's also a fence for the Thieves Guild. His merchant chest as a fence contains a few extra spell tomes from the Illusion and Destruction schools, which may be Novice-tier or Apprentice-tier.
- Neloth (also in Tel MithrynDB) is technically a spell merchant, but he sells leveled staves instead of spell tomes.
If you marry a spell merchant and have them move in with you, they will lose their prior specialization due to being separated from their original merchant chest. Instead, they will stock all Novice-tier spell tomes, all Apprentice-tier spell tomes, and one randomly-selected Adept-tier spell tome. This Adept-tier tome does not require any sort of skill.

A fence is mainly distinguished by being able to buy anything from you, but fences also sell things. A fence's merchant chest is only available while you're in the Thieves Guild, and only after performing a prerequisite quest within it.
There isn't much consistency between fence chests, but all of them sell lockpicks, and many of them have leveled wares of some sort that don't have "All Levels" enabled. The list for Fortify Health potions appears to be a traditional "All Levels" list, but with "All Levels" taken off. The list for Poisons is similar to the Apothecary list, except that Fear and Frenzy poisons are both twice as common as Paralysis poisons. In addition to those items, there is TGLootProwlersProfit which gives out the same Gems as listed at LootCitizenRingList25 (above). You will always find at least one of these gems. The chances are split up as follows: 100% chance on the first gem, 75% chance on the second gem, 50% chance on the third gem, and 25% on the fourth gem.
Item Enchantment[edit]
These are the possible enchantments on items; specifically, there is a separate list for Necklaces and a separate list for Rings.
Necklace Enchantments[edit]

Notably, every Necklace Enchantments list has "All Levels" assigned, except for the "Misc Enchantments" list. This means that you will only see that particular Misc Enchantment if you're within the indicated level range. You risk missing out on Waterbreathing Enchantments past level 4, and on Resist Poison Enchantments past level 19. On the other hand, you may continue to see weakly-enchanted Necklaces of the other Enchantment types at any level.
Ring Enchantments[edit]

In the lists, Ring Enchantments are divided into five categories: Combat-skill-boosting, Magic-skill-boosting, Stealth-skill-boosting, Attribute-boosting, and Regeneration-boosting. The chance of getting something from the fifth category is lower than the chance from the others, up until level 19. Resist Magic is part of the "Magic-skill-boosting" category. Upon level 19, you have an equal chance to pull from each category, after which the game picks from the options; specific Combat-skill-boosting rings are twice as rare as specific Attribute-boosting rings, for example, due to the former category having six options and the latter having three.
- There is one empty list each in the Stealth-skill-boosting and Magic-skill-boosting ring categories, assigned to Fortify Alchemy and Fortify Enchanting respectively, which result in the ring being rerolled (enchantment status and all) if called. This results in rings of the "Stealth" category being around 20% rarer, and in rings of the "Magic" category being around 14.2% rarer.
- The leveled list for Rings of Resist Magic has only one entry for each rank, meaning the different ranks are either just as common as each other or don't appear. This suggests that it was originally intended to not have "All Levels" enabled, but every Ring Enchantment list has that enabled regardless. For all other enchanted Rings, it takes another three levels past when they are first made available (i.e. level 43 for sixth-tier Fortify Health rings) for them to match the commonness of previous ranks.

Filled Shop soul gems have an equal chance of being any of the regular soul sem types (Petty, Lesser, Common, Greater, or Grand), regardless of level.
Thieves Guild Lists[edit]
Several radiant Thieves Guild quests, namely The Fishing Job, The Heist Job, and The Shill Job, involve a randomly-selected gem or piece of jewelry. These quests all use the same leveled list to select the item.
The leveled list has a 50% chance of picking one gem and a 16.6% (one sixth) chance of picking either one necklace, ring or circlet. It then randomly picks an item from that sublist. How it works is that each item has a number of entries, and the more entries on the list the more likely that item will be chosen. For example, assuming that a gem is chosen,
- If you are level one there is a 60% chance of a Garnet being chosen and a 40% chance of an Amethyst being chosen.
- Once you move up to level two, three more entries for Amethyst are added.
- Now, there is a 62.5% chance of an Amethyst and a 37.5% change of a Garnet.
This means that if you are at level 22, then every single item added at levels 1, 2, 3...22 are on the list, not just the item(s) listed at level 22.
The below table details what items are added to these lists at which level. A grayed out cell indicates that nothing is added to that particular sublist at that level.
Loot Chest Lists[edit]
Even the various Chests dotting Skyrim have leveled lists that determine what they contain. These are split into different categories, generally based on their location (e.g. a Bandit hideout, or a Nordic or Dwemer ruin). These also vary in quality of loot, with the greatest rift being between "Boss chests" and normal ones.
All boss chests are guaranteed to hold one "special" item, calculated from the following lists:

In all loot chests and their sublists, the unenchanted "unspecial" weapons have an equal chance of being any of the base-game weapon types (mace, dagger, bow, battleaxe, etc.). Bandit Chests[edit]
These chests are typically found around bandits, in the caves, camps, or abandoned fortifications they hold. Common bandit chests can have a remarkable amount of gold (up to 81 without the Perks), sometimes more than their "Boss" counterparts. They also tend to have more lockpicks than other chest types.

Bandits[edit]
Common bandits appear to use civilian weaponry (up to elven quality) and civilian armor (up to advanced quality), though they never wear elven armor or dwarven armor. Light armor bandits always have a significant chance to wear fur armor. Common bandits' shields don't appear to stick to their preferred armor type and scale up to steel quality, though a few might carry an elven shield instead. A common bandit will always wear a cuirass and boots, but has only a 50% chance of coming with gauntlets and only a 50% chance of coming with a helmet.
Boss bandits have similar armor restrictions, and a similar likelihood of not wearing helmets or gauntlets, but their weapons and/or shield are fully leveled up to ebony quality. Boss bandits always wear heavy armor and will only carry heavy shields. Their weapon of choice is equally likely to be enchanted or unenchanted; it will be leveled from iron to glass quality if enchanted, or from steel to ebony quality otherwise. Below is an example:

Bugs[edit]
- The list for enchanted iron swords that do stamina damage contains only maces.
- The Unofficial Skyrim Patch, version 1.2, fixes this bug.
- The lists for Ring Enchantments contain two empty enchantment options, these will be picked in place of actual enchantments and give a normal item. The two missing are; Fortify Alchemy and Fortify Enchanting
- The Unofficial Skyrim Patch, version 1.3.1, fixes this bug.
- The lowest-level bandit archer list contains a melee entry.
- The Unofficial Skyrim Patch, version 1.2.7, fixes this bug.
- Most or all low-level bandit archers and wizards can't commit crimes.
- The Unofficial Skyrim Patch, version 1.3.1, fixes this bug.
- The lists for both Combat Skill potions and Stealth Skill potions contain Fortify Marksman potions, making them slightly more common at apothecaries than the other Skill potions. ?
- The leveled list for Potions of Resist Magic features the Elixir of Resist Shock instead of the Elixir of Resist Magic, making Resist Shock potions slightly more common than the other Resistance potions starting at level 30. This also makes the Elixir of Resist Magic unobtainable. ?
- The leveled list for Poisons sold at apothecaries includes an incomplete and empty sublist for "Drain Skill" poisons, possibly for a successor to the "Damage Skill" effects in previous games that was never implemented. This empty list is chosen one-third of the time, resulting in a re-roll. Bandit chest Potion lists also have this error, but the empty value is chosen less often in this case. ?
- The leveled list for Staves sold by spell merchants has either an incorrect name (which indicates only a 25% chance of not generating a staff) or an incorrect chance to not generate a staff (75%). If the latter is true, then spell merchants sell far fewer staves than originally intended. ?
- Certain leveled lists do not have the "All Levels" tag when they were seemingly designed to have it. One notable example is the list for Ingots used by general goods merchant chests. There is also the list for Miscellaneous Necklace Enchantments, but it doesn't have the repeat entries that indicate it was meant to have "All Levels" enabled. ?
- Fences at the Thieves Guild, if they sell a Poison, are seemingly meant to sell one of the highest levels. However, the leveled lists reuse Apothecary poison sublists for Damage and Weakness, which have the "All Levels" tag. They also use a Paralysis Poison list with "All Levels" enabled, though this may have been intentional. ?
- Leveled lists appear to have an internal cap on the number of items generated. This can effectively cause items to be removed from the list during gameplay, even though they appear correct in the Creation Kit. This is particularly notable with merchants like Balimund or Taarie when creations or mods add to the list of items they're supposed to sell. ?
