House Hlaalu is the most open and modern of the Great Houses. We are the only Great House who has embraced the irresistible tides of Imperial law and custom. And thus we have profited by the Empire's new policies, rising from obscurity as the Greatest of the Houses. In the great wind of progress, tradition cannot stand. — Grasping Fortune

House Hlaalu is one of the five Great Houses of Morrowind. It governs the Narsis District of western-central Morrowind from its ancient capital of Narsis. In the district of Vvardenfell, the house's council seat is located in Balmora.

Besides Narsis and the major cities of Andothren and Kragenmoor, other settlements within House Hlaalu's mainland holdings include the towns of Omaynis and Menaan, the small Armun Ashlands outpost of Arvud and the plantations, watchtowers and port towns of Hlan Oek and Indal-ruhn along the Thirr River. Nav Andaram, currently a small shack village, will eventually become the player stronghold on the mainland.
