Chanel is the Court of Chorrol's resident mage and is also an excellent painter.
She offers basic training in Destruction, but only after you have completed the quest Canvas the Castle and even then, only if you tell the countess that nobody was responsible for the theft (in other words, choose the option that causes Chanel to paint a reward painting). At that point, she will offer training from noon to 8pm every day while she wanders around Chorrol (near the fountain).
If you turn her in, however, she will disappear from the game.
