[edit] Quick Walkthrough
- Talk to Master Aryon in the Upper Tower in Tel Vos for chores.
- Travel to Ald'ruhn to convince three Redoran Councilors to lift the Mages Guild monopoly.
- Talk to Athyn Sarethi in his manor to have him agree and tell you who else will give his support.
- Talk to two more councilors for their support, except Bolvyn Venim.
- Return to Aryon to complete the quest.

Councilor Aryon in the Upper Tower of Tel Vos will ask you to help him overturn the Mages Guild monopoly on magic services (Training, spellmaking, enchanting, etc.). According to one interpretation of the Armistice, only the Mages Guild can officially offer spells and training to non-members. He asks you to speak with the House Redoran Councillors in Ald'ruhn. If you can convince at least three Councilors, the Telvanni will have enough support in the Grand Council to end the monopoly. He also suggests that you start with Athyn Sarethi, as he seems to be the most open-minded.
[edit] Lifting the Monopoly
Go and visit Athyn Sarethi in his manor in Ald'ruhn. Athyn will agree if you raise his Disposition above 50. He will also tell you which councilor won't support the change: Bolvyn Venim. The other four councilors, however, will all agree to support House Telvanni in this matter if you raise their dispositions to above 40.
Return to Aryon to complete the quest and receive Aryon's Dominator (a magic glove that casts Command Human and Creature). If you happened to 'accidentally' kill any Redoran councillors along the way (this does not count Bolvyn Venim dying in a duel if you are doing the Redoran Hortator quest at the same time as this one), you can complete the quest but will not receive the magic glove.
Note: the game counts the votes when Aryon gives the greeting related to this quest. Anything that causes a different greeting will prevent the game from counting the votes. Once you eliminate the "bad" greeting, Aryon will count the vote upon his next greeting. If this greeting is related to another quest, you should complete that quest before talking to him again.
