Rerlas Mon is a Breton animal trainer who can be found outside in the Great Bazaar. For a price, he will sell you one of three types of pets who will follow you around. (Ask him about "Trained scribs and rats", and then about "selling off".)
For 20 gold (25 after the first three), you can buy a Scrib, which can Paralyze your opponents. For 25 gold, you can get a Rat, which you can give basic "Stay" and "Come" commands to. And for 100 gold, you can get a Pack Rat, which are like Rats, but are able to carry up to 100 lbs. of your stuff with them.
They are all mostly useless for combat, as they do very little damage, and will die in one hit from almost any creature in the Tribunal expansion. (And they can't be brought back to Vvardenfell where the battles are easier, since the teleportation is scripted, rather than standard transport. There are 3rd-party mods that fix this.) However, Scribs can be useful for their Paralysis if you can keep them from being attacked, and Pack Rats are good for carrying things, though you should order them to stay out of harm's way, or you could end up with a dead rat and a pile stuff you can't carry. The regular Rats are only useful as a brief distraction.
Rerlas will sell you up to six of each type of pet, though only one at a time. After the first three, you will have to wait a few days for him to re-train more. After you've managed to get six of any one type killed, he'll be very upset and refuse to sell you anymore, or even speak to you ever again.
