Saliith is an Argonian monk in the south-east part of the Arena District. He is training with Branwen to get to be a combatant in the Arena. You can't ask him anything or change his disposition. After the first thing he says the conversation ends.
If you watch Branwen and Saliith spar for a while, you will get a free +5 boost to your Hand to Hand skill. Even if Saliith dies, Branwen will continue practicing on her own; watching Branwen fight alone still increases your Hand to Hand.
Saliith is quite poor and only wears some sack cloth pants and sandals. He also carries a carrot that respawns when eaten.
