The First Charter

The First Charter was a document written by King Torug, the founder of Orsinium. It contained a set of rights and privileges that defined the organization of the city that reflected his own vision of what Orc culture should aspire to, while preserving what he thought was most important about Orc life. When the first Orsinium fell in 1E 980, the First Charter was believed to be destroyed.[1][2]

During the mid-Second Era, the House of Orsimer Glories in the newly rebuilt Orsinium sought to recover various relics from Orcish history to display in their exhibits.[3] To that end they employed relic hunters to search for missing relics across the land. The First Charter was eventually found in the wilds of Wrothgar by an adventurer and returned to the House of Orsimer Glories, where it was put on display.[4]
