Empress Herda was an Empress of Cyrodiil.[1] It is possible that they ruled during Alessian Empire in First Era. She is accredited with improving relations with the Colovian West, ruling after the dissolution of the Alessian Reform and before Valenwood fell to the Second Empire in 1E 2714.[1]
