General Tullius is an Imperial General of the Legion and the military governor of Skyrim. He is charged with crushing the Stormcloak rebellion. Tullius is a very taciturn and serious man, who firmly believes that Ulfric Stormcloak and his rebellion are a threat to the empire, and must be eradicated; he views Ulfric as nothing more than a power-hungry usurper. He also takes little interest in Nordic culture and lore and thinks it is nonsense; at the end he will learn to respect it, but will never get used to it.
Although Tullius is considerably dismissive of Nordic tradition, and has considerable hatred for Ulfric's followers, like most of the Empire he also despises the Thalmor, especially with Elenwen during the quest Season Unending.
The General is first encountered by the Dragonborn during Alduin's attack on Helgen. After this event he relocates to Castle Dour in Solitude. Depending on the actions of the Dragonborn, the General may also appear at Windhelm (on one occasion) or he may be killed.
Tullius wears a unique armor piece: General Tullius' Armor. He can not be pickpocketed for his equipped items, nor can he be killed (except at the end of the Stormcloaks questline).
