Velwyn Benirus is an Imperial Scout living in Anvil. He can be found staying at The Count's Arms. For 5000 gold, he will sell you the deed to Benirus Manor, and then he will move to the Imperial City, where he may be found at The King and Queen Tavern in the Elven Gardens District.
He can be a useful follower since he is flagged as essential and his weapons are effective against Ethereal Undead.
