Jair is a Redguard Rogue and a member of the Thieves Guild living in the Imperial City. Even if you are not in the Guild, he will introduce himself as a pickpocket, saying, "I'm Jair, I'm a dip..." "... a pickpocket. But relax. You're safe from me. You look like you might take offense. Too risky."
