Arcturus is an Imperial Blade who resides at Cloud Ruler Temple in the Jerall Mountains north of Bruma.
Arcturus apparently never needs to sleep as he can be found at the eastern sentry tower at all hours of the day.
Arcturus wears the usual set of Blades armor, including a cuirass, helmet, boots, greaves, and gauntlets. He wields an Akaviri katana and a shield. He sleeps in a brown shirt with light brown linens and carries a small sum of gold.
Arcturus never has time to talk and always recommends you speak with some of the other Blades: "Sorry, but I'm too busy to talk right now. Try one of the other Blades. Perhaps Roliand or Cyrus?" or "Please forgive me, but I'm afraid I haven't got the time to talk right now. One of the other Blades should be able to assist you. Try Jena or Steffan."

His name may be a reference to Arcturus, the brightest star in the constellation Bootes. Another possible reference is Zurin Arctus, Tiber Septim's Imperial battlemage.
