Once you've finished the first phase of your stronghold, Faral Retheran in the Redoran Treasury in Vivec will ask you to kill a Hlaalu Lord, Raynasa Rethan, found in Rethan Manor.

[edit] Killing the Competition

Rethan Manor is on the Odai Plateau, southwest of Balmora (past the Shulk Egg Mine on the ridge). It is actually closer to Hla Oad, just to the east if you can levitate. Raynasa Rethan is located upstairs, all by herself.

There is a nice collection of Ebony weaponry waiting to be looted.

Return to Retheran once the lord is dead to complete the quest.
