Restore <Skill> M points for D seconds

Returns one of the target's Skills to their natural value if they have been lowered by a Damage Skill effect. Since there are no Damage Skill spells in the game (at least without mods), this effect is not needed often. However, the expansions or patch add this effect to Shrines of the tribunal under Almsivi Restoration and to Imperial Cult Altars under Restore Attributes. This was mainly to fix players who had used the weapon Fury, which constantly damaged all armor skills in the unpatched version.
