Some time after you exited Privateer's Hold you will get a letter, containing following message:
Dear (player's first name),
My eyes and ears abroad say that you are interested in the fate of a certain letter. Any emperor should not be so careless, nor should a queen. You really should come visit me in Castle Wayrest. I have some most interesting tidbits that I am sure you would enjoy hearing.

When you finally talk to Princess Morgiah, she asks you to deliver a letter to the King of Worms in Scourg Barrow, the leader of the ill-famed Necromancers. In return, she will tell you something about the Emperor's Letter. Her own letter is an agreement to give the King of Worms her "first" (no, it's not her firstborn child) if he will arrange for her to be married to the King of Firsthold. He gives you a letter to give to Morgiah agreeing to the pact.
This sets up part of the story for the sequel to Daggerfall. Therefore, no more will be said of it. As for the implication in this story, you now know how to find the King of Worms. Visit him occasionally and get random quests. He can be a useful fellow. Morgiah tells you that only Mynisera can negotiate with Gortwog. However, Mynisera can only approached by first getting cozy with a servant--Cyndassa.
[edit] Finding the King of the Worms
Upon entering, open the second tomb on your left side and proceed down.
Follow the hallway until you find a door and open it. You will find yourself in a room with two zombies and eight doors. Open the door to your immediate left (but kill the zombies first if you want).
Follow this hallway to a T intersection.
Go left and down into the cavern. Kill a few bats as you follow this cave passageway and turn right at the first opportunity.
Take a left at the first opportunity and open the locked door in whatever fashion appeals to you. Welcome to the throne room of the King of Worms!
Try not to freak out, as there room will be two Ancient Liches, a Vampire Ancient, dancers, and some other guys. Fortunately, they will not attack you unless you provoke them (which is a very stupid thing to do for low, or even many high level characters). After you give the King of Worms the letter, he will read over it and give you a response letter to send back to Morgiah. Apparently the King of Worms decided to help Morgiah. To leave, you will either have to levitate or climb out of the passage. Only the north wall of the passage is climbable, however. If you can't do either, the developers have thoughtfully enchanted a nearby tapestry with the necessary levitate effect.

In case you deliver both letters successfully you will gain reputation according to the table below.

- At some point in the game after you complete this quest and if your reputation with Morgiah is greater than 10, you will receive an engraved card from someone dressed in the livery of Wayrest. When you go into your inventory, you may not be able to find it. This is actually an invitation to Morgiah's Wedding ceremony. Don't worry though, you can't actually 'attend' the ceremony so missing it means nothing to the Main Quest. The text of this card says:
Queen Barenziah,

Are Proud to Announce The Engagement
Morgiah, Princess of Wayrest,
to Karoodil,
King of Firsthold
in the Isle of Summerset.
