I just tried the fortify enchanting on an exquisite ring and could only get 4 boosts of 100. That took me to 100 of the 120 capacity of the ring. Adding a fifth to use up the rest takes me to 140 enchanting cost before I even add any boost. The Wiki page on useful enchantments claims you can go to 500 fortify at much lower cost.
Has something changed to increase enchanting point cost? Is there anything user controlled that effects enchanting point cost?
My actual enchanting level right now is very low, so the casting cost of enchanted spells is high. I realized I could make an Enchanting Primer to raise my enchanting by 100. The cost for casting this isn't that high compared to my fortify mercantile and fortify enchantment items. This reduces the casting cost of my big spells to 1, so then I can use them as many times as my primer lasts. With my primer, recharging should be efficient enough to just keep going. I set the primer to 5 seconds to give times to transition spells/ items.
