I've struck a wall. I create OMOD's for the Better Cities & Better Cities Primary Resources 7z files off of nexus, but when I double click them to install, I get nothing, the icon just turns green and nothing is added to my list of mods, as if there was nothing to install.

Don't use the mod myself, but make sure you're following the install instructions precisely.
